Pekanbaru, May 19, 2026 – The Riau Provincial Government held a discussion to confirm the integration of emission reduction programs into Riau Province's jurisdiction-based REDD+ nesting scheme in the Regional Secretary's Meeting Room, Riau Governor's Office, on Tuesday (May 19).
This activity is part of an effort to harmonize the implementation of the GREEN for Riau/JREDD+ Riau initiative with project-based REDD+ activities already planned and implemented in Riau Province.
The meeting was attended by representatives of the Riau Provincial Government, business representatives, technical partners, and stakeholders supporting the development of the jurisdictional REDD+ architecture in Riau. The main agenda of the meeting was to obtain clarification and initial confirmation regarding the option to integrate project-scale emission reduction activities into the provincial jurisdictional framework through the REDD+ nesting scheme.
The Riau Provincial Government emphasized that the nesting process is necessary to ensure environmental integrity, prevent double claiming and double counting, and ensure that the benefits of emission reduction programs are managed transparently, fairly, and accountably. This process is also part of the Free, Prior, and Informed Consent (FPIC) program for parties involved in project-based emission reduction activities.
In his briefing, the Regional Secretary of Riau Province emphasized the importance of a unified policy direction in developing GREEN for Riau. He stated that Riau Province possesses strategic ecological capital through extensive forest and peatland areas, therefore, jurisdictional REDD+ implementation must be built on the principles of prudence, openness, collaboration, and a commitment to community and environmental protection.
The technical discussion explored five nesting scenarios that business actors and related parties can choose from. The focus of the discussion was on three collaborative scenarios: full support for the jurisdictional scheme, support with a nested/capped baseline, and transitional support with a project baseline. The parties also discussed the need for harmonization of data, methodology, crediting periods, registries, safeguards, claims mechanisms, and benefit sharing.
Representatives of PT Restorasi Ekosistem Riau (RER/PT RAPP) and PT Suntara Gajapati expressed their in-principle support for the Riau Provincial Government's goal of developing a jurisdiction-based REDD+ nesting scheme. Both projects also support the implementation of GREEN for Riau and are ready to continue the nesting process according to the proposed scenarios, which will be selected based on the results of further technical discussions.
The Riau Provincial Government requested that the parties submit written responses regarding the nesting scenario options in the near future. These responses will form the basis for further technical discussions, data and methodology harmonization, and reporting to the Ministry of Forestry in June 2026.
Through this process, the Riau Provincial Government hopes that GREEN for Riau can become an example of credible, collaborative, and integrated jurisdictional REDD+ governance at the national and international levels. This initiative is expected to not only support emission reduction efforts, but also strengthen forest and peat protection, prevent fires, and improve the welfare of the people in Riau Province.
