Pekanbaru — The Riau Provincial Government has strengthened governance for the implementation of the GREEN for Riau Initiative through the issuance of Riau Governor's Decree No. KPTS.65/I/2026 concerning the Establishment of a Coordination Team for the Implementation of the Green for Riau Initiative. This decree serves as an important foundation for strengthening cross-sector coordination in supporting emissions reduction, community empowerment, and sustainable ecosystem restoration in Riau Province.

The GREEN for Riau initiative, or Growing Resilience through Emissions Reductions, Community Empowerment, and Ecosystem Restoration for a Nurturing Future, is a strategic step by the Riau Provincial Government to promote landscape-based low-carbon development. Through this approach, Riau positions forest management, peatland management, spatial planning, environmental protection, and community empowerment as key components of jurisdiction-based greenhouse gas emission reduction efforts.

The issuance of this Governor's Decree also updates and consolidates the institutional framework for implementing GREEN for Riau. The decree strengthened the coordination structure through the establishment of a Steering Committee, a Technical Team, and a Secretariat. The Steering Committee is tasked with ensuring policy synergy, activity integration, implementation directives, and monitoring and evaluation of the GREEN for Riau initiative. Meanwhile, the Technical Team is tasked with preparing planning, implementation, monitoring, technical coordination, evaluation, and regular reporting to the Steering Team.

Within this structure, the Governor of Riau and the Deputy Governor of Riau serve as Supervisors, the Regional Secretary serves as Director, the Head of the Regional Development Planning Agency (Bappeda) serves as Chair I, and the Head of the Riau Provincial Environment and Forestry Office serves as Chair II. The involvement of various regional apparatuses, vertical agencies, universities, traditional institutions, associations, and community organizations demonstrates that GREEN for Riau is designed as a collaborative effort involving multiple stakeholders.

The Technical Team, in this decree, is also divided into several main working groups: the Safeguard Working Group, the Planning and Budgeting Working Group, the Measurement, Reporting and Verification (MRV) Working Group, and the Benefit Sharing Mechanism Working Group. The establishment of these working groups is crucial to ensuring that jurisdiction-based REDD+ implementation in Riau is directed, measurable, transparent, and accountable.

This institutional strengthening is a crucial step for Riau in preparing credible emissions reduction governance. Through clearer coordination, the Riau Provincial Government can strengthen the integration of regional development planning, data and information management, compliance with safeguards principles, measurement of emissions reduction performance, and the formulation of equitable benefit-sharing mechanisms for communities and contributing parties.

Previously, the Riau Provincial Government also established a team to strengthen landscape-based natural resource management to reduce emissions and increase carbon sequestration. This latest decision is part of the institutional refinement process to ensure that the implementation of GREEN for Riau is more aligned with jurisdictional REDD+ needs, emission reduction targets, and the Riau Province's sustainable development agenda.

With this Governor's Decree, GREEN for Riau is expected to become a strong collaborative platform between the regional government, the central government, development partners, academics, the business world, civil society, and local communities. This strengthened coordination also affirms Riau Province's commitment to implementing climate change mitigation actions in an inclusive, data-driven manner that prioritizes ecosystem sustainability and community well-being.
