GREEN for Riau has been formally strengthened through Governor of Riau Decisions that provide the legal and institutional basis for the implementation and coordination of the initiative.

This decision establishes the coordination team for the implementation of the GREEN for Riau Initiative, providing a formal institutional structure to support coordination, planning, implementation, monitoring, and collaboration among relevant stakeholders.

2. Keputusan Gubernur Riau Nomor KPTS.7352/X/2023

Tentang Pembentukan Tim Penguatan Pengelolaan Bentang Alam Berbasis Lanskap Dalam Rangka Pengurangan Emisi dan Peningkatan Serapan Karbon di Provinsi Riau

This decision strengthens the landscape-based governance framework for reducing emissions and increasing carbon removals in Riau Province. It supports the broader foundation for sustainable landscape management, climate action, and low-emission development.

Institutional Structure for Coordinated Implementation

The GREEN for Riau organogram illustrates the institutional structure and coordination mechanism that support the implementation of the initiative.

The structure is designed to clarify roles, responsibilities, reporting lines, and coordination functions among key institutions involved in planning, implementation, monitoring, safeguards, financing, benefit sharing, and grievance redress.

The organogram supports:

  • Coordination between national and subnational government;
  • Alignment between technical committees and decision-making bodies;
  • Integration of planning, MRV, safeguards, benefit sharing, and data governance;

1. 📊 Planning and Budgeting Committee

Purpose To align GREEN for Riau priorities with provincial development planning, budgeting processes, climate finance opportunities, and long-term investment pathways.

Main Functions

  • Integrate GREEN for Riau priorities into provincial and district planning processes;
  • Support climate budget tagging and climate finance strategies;
  • Coordinate annual work planning and budgeting;
  • Identify funding gaps and investment opportunities;
  • Support alignment with FOLU Net Sink 2030, REDD+, JREDD+, and low-emission development priorities.

2. 🌍 MRV Committee

Purpose To strengthen Measurement, Reporting, and Verification systems for REDD+ and JREDD+ implementation in Riau Province.

Main Functions

  • Coordinate data collection, verification, and reporting;
  • Support emission reduction monitoring;
  • Strengthen geospatial data, forest cover data, peatland data, and activity data;
  • Support preparation of REDD+ and ART-TREES related documents;
  • Ensure data quality, consistency, transparency, and traceability;
  • Coordinate with relevant data producers, custodians, and technical institutions.

Purpose To ensure that GREEN for Riau is implemented in line with environmental and social safeguards, human rights principles, GEDSI, and meaningful participation of Indigenous Peoples and local communities.

Main Functions

  • Oversee the implementation of REDD+ safeguards;
  • Support information disclosure and transparency;
  • Ensure meaningful stakeholder participation;
  • Promote Gender Equality, Disability, and Social Inclusion;
  • Support FPIC/PADIATAPA processes where relevant;
  • Identify and manage social and environmental risks;
  • Strengthen protection for Indigenous Peoples, local communities, women, youth, vulnerable groups, and persons with disabilities.

  • Ensure fair distribution of benefits to eligible stakeholders;
  • Support transparency and accountability in benefit allocation;
  • Align benefit sharing with safeguards and community rights;
  • Identify potential beneficiaries, including Indigenous Peoples, local communities, social forestry groups, and local institutions;
  • Support monitoring of social and economic benefits.

Feedback and Grievance Redress Mechanism

Suara RIMBA is the official feedback and grievance channel of GREEN for Riau. It provides a space for communities, stakeholders, and the public to submit aspirations, questions, feedback, concerns, and complaints related to the implementation of GREEN for Riau.

Through Suara RIMBA, the initiative promotes transparency, accountability, responsiveness, and inclusive participation.

Suara RIMBA supports:

  • Public feedback and community aspirations;
  • Submission of complaints and grievances;
  • Questions related to program implementation;
  • Follow-up and documentation of stakeholder concerns;
  • Strengthening trust between communities, government, and program partners;
